Actually, you are somewhat right. They do mostly work upstream, but refineries do also have their fair share number of PEs who work on process at the refinery and work alongside the chemical process engineers to develop new processes. But that's a fair point. Most of them don't work in refineries directly on the daily basis. The do exist there though. Just go tour the Valero facility or the Flint Hills facility in Corpus Christi, Texas. There are offices upon offices with titles "Petroleum Engineer." You must work in the industry, as well?
